Land along from Bellgrove hotel

Just noticed all the diggers and workers on the land along from the Bellgrove hotel just before Whitevale Baths- anyone know what they’re doing?

I'm going to stick my neck out and say they're building houses.

Its just more boring looking flats. Plan are on councils planning website.
